What is the best weight bench under $250?

I can't decide on one of those. Which one is the better choice or can you recommend a better bench in in that general price range?
I'd try the one at Walmart. It has a safety rack and the other one doesn't. Whatever bench you do decide to go with, make sure it has a power rack or a safety rack, or similar.
